Wireless Real Estate Contracts Negotiation Specialist (PA)

Location: Pittsburgh, PA
Our wireless client is in need of a Real Estate Contracts Negotiation Specialist to handle face to face relationships with government entities. The ideal candidate should have zoning and permitting experience as well as a strong negotiation background and has experience securing requisite authorizations. The position will be based in the Pittsburgh, PA area and it is for a long-term contract.
 
Essential Job Functions
  • Manage and/or assist with all aspects of submitting and acquiring permits and other entitlement applications and agreements needed for installation of Company’s facilities on poles and other infrastructure within the public right of way and public utility easements.
  • Negotiate right-of-way use agreements as needed in accordance with Company’s standards and parameters.
  • Maintain relationships with municipalities and manage all aspects of complying with conditions of approvals and interface with the City Attorney’s office and staff on matters related to municipal codes and effectively communicate regulatory status.
  • Serve as liaison between Company’s Network Real Estate group and Implementation group to obtain, administer and ensure compliance with general conditions of approvals at permit and construction stages of the project, meeting project timelines.
  • Support the Network Real Estate market team on review of agreements and review of municipal code and/or zoning ordinance changes in collaboration with counsel. Provide response and input to protect Company’s regulatory rights and its ability to install facilities and operate networks in the market in collaboration with counsel.
  • Provide research and advice to internal clients regarding access rights, permitting, and project deployment.
 
Education/Certifications
•      Bachelor's degree or equivalent experience in a relative field.

Experience/Minimum Requirements
  • 3-4 years proven experience working in a municipality, or Planning, Zoning, and Land Use capacity required or equivalent in a comparable industry or relevant military experience.
  • Experience in presenting and speaking to the public and governmental entities required.
  • Experience working with design teams, preparation of permit drawings and construction documents related to outside plant construction required.
  • MapInfo or similar GIS database knowledge is preferred.
  • Demonstrated responsibility for administering a group or program budget required.
  • Familiarity with and experience of the rules and policies of the Public Utilities Commission/Public Service Commission (desirable).
  • Experience in constructing and administering effective community outreach programs (desirable).
  • Wireless industry experience a plus.
