Fiber Construction Manager (WFH with heavy local travel -Harrisburg, PA area)

Position Overview
We are seeking a highly skilled and motivated Fiber Construction Manager to oversee the planning, execution, and delivery of Outside Plant (OSP) construction projects, including Fiber-to-the-Home (FTTH) and additional telecom/fiber-based deployments. The ideal candidate will have a strong background in project management, OSP construction, and team leadership, with the ability to manage multiple projects simultaneously while ensuring quality, safety, and budget compliance. This role is customer-facing and requires excellent communication, organizational, and problem-solving skills.

This is WFH role with heavy travel throughout the Harrisburg, PA area and Southeastern Pennsylvania area. Must be local.


Key Responsibilities
Project Management & Planning
  • Lead and manage end-to-end fiber construction projects, from initiation to close-out.
  • Develop project scopes, deliverables, timelines, and resource plans in collaboration with stakeholders.
  • Prepare cost estimates, budgets, and forecasts for fiber deployment projects.
  • Monitor and maintain project schedules, ensuring timely completion of deliverables.
  • Provide regular reporting and updates to internal leadership and external customers.
  • Identify and mitigate risks while ensuring compliance with safety and quality standards.
Customer & Stakeholder Engagement
  • Serve as the primary point of contact for customers and external partners.
  • Conduct project reviews and progress updates with clients and internal stakeholders.
  • Ensure customer requirements are met with a high degree of professionalism and responsiveness.
Construction & Field Operations
  • Manage OSP construction activities, including fiber placement, splicing, testing, and restoration.
  • Oversee and coordinate subcontractor performance to meet project goals and quality expectations.
  • Conduct site walks, pre-construction assessments, and post-construction inspections.
  • Ensure proper permitting is obtained and maintained for all builds.
  • Implement and enforce safety protocols and quality assurance measures on job sites.
Financial Management & Reporting
  • Track project costs, expenditures, and invoices to ensure projects stay within budget.
  • Review and approve subcontractor quotes, invoices, and change orders.
  • Provide financial and operational reporting to management and clients.

Qualifications
  • Bachelor’s degree in construction management, Engineering, Telecommunications, or related field preferred (or equivalent experience).
  • 5+ years of experience in OSP fiber construction management, including FTTH deployments.
  • Strong knowledge of OSP design and engineering, permitting, construction practices, and industry standards.
  • Proven experience with project planning, budgeting, scheduling, and reporting.
  • Ability to manage multiple projects and teams simultaneously.
  • Excellent communication and leadership skills, with experience in customer-facing roles.
  • Proficiency in project management software, Microsoft Office Suite, and mapping/GIS tools.
  • Valid driver’s license and ability to travel to project sites as needed.

Preferred Skills
  • Experience with permitting agencies and utility coordination.
  • Familiarity with fiber testing equipment and OSP field practices.
  • Strong problem-solving, negotiation, and conflict resolution skills.
